Hon. J. Josephus Burgess, Sr. hails from Rivercess County and has the following educational background: Graduated from the University of Liberia with a BSc in Economics and he is currently pursuing an MSc degree in Education at the University of Liberia. He has a wide range of experience in land surveying, teaching, and theology.

Hon. Burgess has worked in the following capacities: Director, Bureau of Lands and Surveys – Ministry of Lands, Mines, and Energy; National Overseer – Kingdom Harvest Ministries, Inc.; Training Coordinator – Cadastral Surveyors Association of Liberia, Inc. Training Officer – Bureau of Land Information and Training; Principal – Kingdom Harvest Academy. Director of Education – Kingdom Harvest Ministries, Inc. Vice Principal for Administration and Academic Affairs – Open Bible Standard High School; Resident County Surveyor – Rivercess County, MLM&E; Project Surveyor – Decoris Oil Palm Smallholder Project, Maryland County and Assistant Project Supervisor and Bush Manager – Coastal Liberia Uranium (CLU).
