LIBERIA: Landscape Program Coordinator

IDH is looking for two (2) Landscape Program Coordinators. One Landscape Program Coordinator will be based in Lofa Country and the other in Sinoe County.

IDH Landscape Program

IDH’s landscape approach in Liberia is based on strengthening land governance and securing community land rights, improving food security and diversification of income in rural areas, and developing supply chains and investment opportunities offering communities options to increase agricultural productivity while protecting forests. IDH is working in two landscapes: the South East and North West, with target communities in Lofa and Sinoe Counties. Key commodities we work on are palm oil, cocoa and rice.

The program aims to bring together the key stakeholders in each landscape, to develop Production Protection Inclusion (PPI) Compacts, which are multi stakeholder agreements to enhance agricultural productivity while protecting and conserving forests. The PPI Compacts are based on Participatory Land Use Planning and Customary Land Formalization, and are developed at the district level. In these compacts community, commercial and conservation goals are considered and balanced. Based on this long-term vision, IDH facilitates investments to provide solid social and economic development opportunities for rural communities, while ensuring long term conservation of forests.

The role of the Landscape Program Coordinators

The Landscape Program Coordinators will be the face of the program in the landscape. He/ she will coordinate IDH interventions on Land Governance, Food Security and Income Diversification, and Investment in the Landscape. They will be based in the landscapes, with periodic travels to Monrovia.

The Landscape Program Coordinators will contribute to the program strategy and coordinate implementation at landscape level – including but not limited to facilitating coordination between contracted project partners and key stakeholders in the landscapes, the design and setting up of additional field projects, and tracking progress and monitoring deliverables on the ground. Of primary importance is setting up and managing a landscape level multi-stakeholder platforms, to develop and deliver a joint vision among stakeholders and build a strong implementation strategy for Green Growth. The Landscape Program Coordinators will report to the Country Manager based in Monrovia, and the Senior Program Manager based in Utrecht, The Netherlands.

The Landscape Program Coordinators will work closely with the Contact Groups established in both landscapes to strengthen them and ensure their active involvement in program delivery. The Contact Groups comprise of representatives of key stakeholder groups tasked with the responsibilities of leading implementation of the PPI Compact and follow up actions from multi-stakeholder dialogues.

The key deliverables related to Landscape Program Coordinator positions are as follows:

1. The Contact Groups and any other multi stakeholder group established in both landscapes are meeting regularly and acting on Action Points from those meetings; 2. Participatory Land Use Plans for target districts in the South East and North West Landscapes are developed and adopted by the stakeholders; 3. Customary Land Formalization in the target districts in both landscapes are completed; 4. Stakeholders in the target districts have developed and established PPI Compacts and, road maps and action plans for implementing their PPI Compacts; 5. Suitable Implementing Partners are identified and contracted to support implementation of the PPI Compacts; and 6. Effective coordination of IDH interventions on Land Governance, Food Security and Income Diversification, and Investment in the Landscape.

Specific tasks related to the role

The role of the Landscape Program Coordinators and the key deliverable described above together summarize the terms of reference for this position. Specific activities related to the roles and key deliverable include, but are not limited to the following:

1. Support the Office of the Development Superintendent to coordinate the activities of the Contact Group and follow up with other stakeholders to ensure that they are aware of these activities; 2. Raise awareness about IDH interventions on Land Governance, Food Security and Income Diversification, and Investment to strengthen stakeholder participation; 3. Support implementation of the District-level PPI Compacts through follow ups and monitoring stakeholders tasked with specific responsibilities; 4. Support the planning, implementation, execution, monitoring and evaluation of projects in the landscape, including contracting of suitable implementing partners; 5. Support data collection to support program monitoring and evaluation, in close cooperation with partners, including government agencies, private sector and Implementing Partners; 6. Follow progress made by Implementation Partners and support their work in the landscape, ensuring adequate and timely reporting; 7. Prepare concise quarterly reports and detailed biannual reports on program delivery; and 8. Flag issues to the Country Manager and the team, suggest possible solutions and provide additional support for resolution where requested.

Who you are

You have demonstrated experience in managing integrated community or rural development projects, with specific experience in project design, facilitating project delivery and, monitoring and evaluation. You have experience working closely with local communities, smallholder farmers and an appreciation of smallholder farming dynamics and household behavior. You have worked with the private sector, government agencies, NGOs and farmer groups, and have developed capacity managing multistakeholder processes. You have experience in both food crop/staples and cash crop/ value chains and can show impact of your previous project work. You can work both independently and in a team, learn fast, all with a good sense of humor.

What you bring

1. A Master Degree in (agricultural), Regional Planning, Sociology, Rural Development, Economics, Business Management, Supply Chain Management, or other relevant study; 2. A Bachelor Degree with extensive relevant experience in project management and multistakeholder management; 3. Excellent written and oral communication skills in English; 4. Excellent facilitation skills and report writing capabilities; and 5. Field experience and willingness to live and work in Lofa County or Sinoe Country.

What we offer

IDH is offering a Gross Consultancy Fee of USD 3,600.00 (Three Thousand Six United States Dollar) per month including 10% mandatory withholding income tax and any other government tax that may be/ become applicable. Work related transportation in the field is provided and IDH will cover costs of official travels to Monrovia.

Candidate should be a Liberian or must have permission to work in Liberia. No Liberian work visas will be provided for non-Liberians as part of the package.

Duty station

One Landscape Program Coordinator will be stationed or based in Lofa County, preferably in Kolba City (Kolahun District), and the other will be based in Sinoe County, preferably Greenville City.
