Assignment Title: Hiring of Consultant for the development of Land Use Plan for customary community for the LLA, under the Liberia Land Administration Project.

In 2018, the LLA received a grant of US$7 million from the World Bank to strengthen the institutional capacity of the Liberia Land Authority (LLA) and establish a land administration system. The Liberia Land Administration Project (LLAP) was declared effective on March 22, 2018 and is expected to close October 31st, 2022. The project has four components namely: (1) Support to the Liberia Land Authority, (2) Piloting of Registration of Customary Land, (3) Development of a Land Administration System, and (4) Project Coordination, Monitoring and Evaluation.
The duration of the assignment is 3 months spread over 4 months.
The detailed Terms of Reference (TOR) for the assignment is attached below.
The Liberia Land Authority now invites eligible Consulting Firms (“Consultants”) to indicate their interest in providing the Services. Interested Consulting Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are listed below.
The Consulting Firm should have a minimum qualifications and experience as follows: • At Least 7 years demonstrated experience in land use planning, mapping and GIS; • At least 7 years demonstrated experience preferably based on projects and plans developed in the ECOWAS region, additional consideration for projects in Liberia. • Should demonstrate good working knowledge of national and local land use planning and spatial development. • Team members must have demonstrated experience in land use planning and deliverables relative to the scope of work.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 1, 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
The Consulting Firm will be selected in accordance with the Selection based on Consultant’s Qualification method set out in the Procurement Regulations.

Terms of Reference
1.0 BACKGROUND/SITUATION ANALYSIS
The Liberia Land Authority (LLA) was established by an Act of the Legislature in October 2016. The LLA consolidates the land related functions previously performed by key land administration agencies, such as the Department of Lands, Survey and Cartography (DLSC) under the former Ministry of Lands, Mines and Energy, and the Deed and Title Registry of the Center for National Document Record Agency (CNDRA). Based on relevant provisions of the LLA Act, the LLA has now assumed responsibility for providing a range of land related services to the public in order to generate revenues both for LLA’s operations and placement in the consolidated account of the Government.
In 2018, the LLA received a grant of US$7 million from the World Bank (WB) to strengthen the capacity of the LLA and establish a land administration system. The project, Liberia Land Administration Project (LLAP), was declared effective on March 22, 2018 and is expected to close October 31st, 2022. The project has four components namely: (1) Support to the Liberia Land Authority, (2) Piloting of Registration of Customary Land, (3) Development of a Land Administration System, and (4) Project Coordination, Monitoring and Evaluation.
The LLAP project seeks to support Component 3 through the development of a Land Administration System. In order to make this possible, the LLA is seeking to contract a firm to develop a Land Use Plan (LUP) for a rural customary community at the clan level. The intent of the land use plan is to build upon the lessons learned in previous land use planning to develop a methodology for collaborative bottom to top, land use planning at the customary clan level, that will be supported by all stakeholders, is implementable over the medium and long-term, and balances the social, environmental and economic interests of stakeholders. This project builds upon the LUP activities which have until now, been conducted at the district level. This project will develop a plan at the clan level and document the differences from district level planning.
The role of the consultancy firm will involve providing technical guidance and inputs to stakeholders through inclusive and participatory deliberations on current land uses, visioning and discussions on future land-use scenarios, and working with them to agree a shared vision for shared social, environmental and economic well-being utilizing guidelines for Participatory Land Use Planning (PLUP) that have been developed with support from projects including the Integrated Land Administration and Management Project (ILAMP) and the Sustainable Trade Initiative (IDH). The firm will use existing data to develop a high-level spatial development map of the community illustrating the major land uses with a focus on livelihood creation, economic development and conservation.
Additionally, the LLA is has begun the process of drafting a national land use and management policy development process. This activity is intended to provide inputs to the policy. This assignment will deliver a LUP that will identify key environmental challenges and related socio-economic issues, including land tenure, and how to address the identified challenges. The LUP should include maps of recommended land uses and reflect at least three different scenarios for the future. The different scenarios should be developed through visioning exercises facilitated with stakeholders across the landscape, using the community boundaries as the planning unit.
These scenarios should also advice on what area is suitable for commercial production (including for what type of production and why) based on available data.
Finally, the LUP should highlight potential corridors between the proposed protected areas, other areas for protection and areas for food production. The process for developing the LUP and related maps should use a participatory, gender sensitive, transparent, bottom to-top approach and be guided by application of the principles of Free, Prior and Informed Consent. That is, the process should be inclusive, firmly based on participatory consultation with the people, informed by the perspectives of the population and, there should be broad-based acceptance of the results. The work should be guided by reliable data and expert analysis and the resulting plan should be practical and implementable in the local context.
OBJECTIVE OF THE ASSIGNMENT
The specific objectives are to:
1. Desk review of relevant policies and legislation regarding land use planning in Liberia as well as review of previous land use planning activities in Liberia, including LLA’s experiences of land use planning in Foya District, Lofa County;
2. Collate available data on land cover and significant land use activities in the Jorpolu Clan in Jorkquelleh District in Bong County. This would include, but not limited to forestry related license or permit, major mining or exploration permits, major roads, water bodies and any proposed protected areas within the landscape.
3. Validate the secondary data collected on major land-use activities in the Jorpolu Community. This will involve both participatory administrative clan-level validation and, validation with key stakeholders including private sector operators in the region, the Forestry Development Authority, logging and mining interests within the region, local government officials, and relevant local authorities.
4. Develop a baseline Land Cover and Land Use Map of the clan. The baseline Land Cover and Land Use Map should depict high and medium conservation priority areas and, those with potentials for improving conservation outcomes in the wider landscape.
5. Ground-truth the map of current land uses and facilitate LUP which will be developed through a bottom-to-top approach.
6. Finalize the LUP and accompanying maps following the validations and technical reviews by LLA and key stakeholders. This would involve using the feedbacks and inputs from the stakeholders to finalize the LUP and the accompanying maps.
7. Conduct land use plan trainings and build capacity of LLA staff in participatory land use planning and respective mapping during the contract period to ensure adequate knowledge transfer, which will be monitored and reported on by the firm.
8. Employ the land use planning guides that have been previously developed through the ILAMP and IDH projects, and utilize the methodology developed to produce a PLUP at the clan level.
9. Submit final deliverables. The final deliverables will include: one (1) LUP and up to five accompanying maps. The package would also include a PowerPoint presentation presenting a summary of the technical report and another PowerPoint presentation that would be appropriate for presentation to stakeholders at the local level.
3.0 PRIMARY DELIVERABLES AND INDICATIVE TIMELINE
The duration of the assignment is 3 months spread over 4 months. The main deliverables of this project are summarized as follows:
3.1 Inception Report and Work plan The first deliverable of this consultancy is an Inception Report, with a detailed work plan and schedule of deliverables for approval. The main activities of the Inception Phase will include: 1. Desk review of relevant literature about land use planning in rural/customary communities; 2. Data collection through interviews with relevant institutions at the national and local level; 3. Inception meetings with key stakeholders including LLA, Municipal and local authorities, Ministry of Agriculture, Ministry of Agriculture, the Technical Working Group and potential other organizations working in the landscape or having plans to work in the landscape to clarify the objectives for the land use planning; 4. Finalize and submit Inception report and work plan.
3.2 Detailed Land Use Map of the Community
The second deliverable is a land use map with features that include the following, where applicable:
1. Land and forest cover - developed using satellite imagery and extensive ground-truthing; 2. General topography including major undeveloped wetlands, streams, mountains, etc.; 3. Major land use activities including proposed protected areas, agricultural developments, housing, etc.; 4. Potential core conservation areas, multiple use areas, and buffer zones; 5. Sacred forest/ areas, shrines, or other areas of cultural or historical significance; 6. Community boundaries with neighboring communities, highlighting areas with boundary disputes or conflict areas; 7. Potential land for private sector-driven commercial development, taking into account suitability of soil, infrastructure, water availability and land ownership – based on community consultations in line with the FPIC principle; 8. Type of land ownership, i.e. customary, private, or government land and user rights; 9. Natural resources especially wetlands, riparian areas, etc. to be protected; 10. Major human settlements and estimated population; 11. Economic zones, identifying who owns the facilities (if applicable);
The draft land use map should be thoroughly validated with key stakeholders before being finalized. The land use map will be prepared at the scale of 1:200 or as determined by the technical analysis. The firm will hand over all GIS shape files to the LLA to enable LLA to further use and employ data as required.
3.3 Develop Land Use Plan for Customary Community
The third deliverable is a comprehensive land use plan for community. The team will use the land use map as a basis for developing the land use plan. In developing the land use plan, the team will review outcomes of the previously conducted LUP exercises, make use of the relevant data gathered during the data collection for the land use map, including the relevant stakeholder feedbacks gathered during the fieldwork. The steps of the land use plan exercise with the community should include:
1. Awareness raising of community members on purpose of the activity, highlighting findings from existing LUP exercises, as well as respective legal frameworks and mandates of the LLA; 2. Establish representative community LUP group with adequate representation of women, youth, elderly, leaders, vulnerable groups, based on lessons learned from previous LUP exercises, etc.; 3. Validation of accuracy of collected spatial and textual data; 4. Visioning exercise: Establishment of goals that LUP seeks to address based on community and local administration feedback; 5. Identify with community challenges and solutions; 6. Agree with community on the content and format of the LUP.
In addition, the team will: 1. Collect and analyze socio-economic data; 2. Gather information on population including demographic trends, settlements, the role of women, ethnic groups, local leadership, etc.; 3. Collect information on social structures, local cultures and traditional practices; 4. Profile local government, administrative and traditional/ customary authorities; 5. Facilitate participatory processes to establish or validate the environmental challenges and related socio-economic issues that the plan will help to address.
The team will reach out to the private sector to establish which aspects of the land use planning process or elements of the land use plan will be critical for their investment decision and address those elements in the final land use plan.
Based on the above input and analysis, the team will then develop a land use plan for the Community reflecting a strong link between natural resources protection, sustainable private sector productive activities and housing development and any other potential issues to be identified by the community or local administration. The land use plan will entail a section that quantifies the anticipated costs for the implementation of the LUP, required human resources, and a sequenced timeline for its implementation by identifying responsibilities for doing so.
3.4. Capacity Development Training for LLA technical staff from the Depts. of Land Use and Land Administration on land use planning and development of a respective form to monitor the knowledge increase after the training. This deliverable should include a short report demonstrating how the firm has involved LLA staff during the process for knowledge transfer.
3.5. Final project report The final project report will summarize (1) key lessons learned during the implementation of the activity, including recommendations to LLA for improving the existing draft guides for PLUP based on the field experiences; (2) overview of trainings conducted for LLA staff with regard to land use planning and the outcomes of respective training evaluations as well as general reflections on how the firm transferred knowledge to LLA staff during the implementation of the activity.

5.0 QUALIFICATION AND EXPERIENCE OF CONSULTANTS
The Consulting Firm should have a minimum of 7 years demonstrated experience in land use planning, mapping and GIS, preferably based on projects and plans developed in the ECOWAS region, additional consideration for projects in Liberia. Firm should demonstrate good working knowledge of national and local land use planning and spatial development. Team members must have demonstrated experience in land use planning and deliverables relative to the scope of work.
The consulting firm shall have the following key persons:
1. Team leader/Land Use Expert: • Minimum of a Masters’ degree in Land Use Planning, Architecture, Geography, Natural Resource Management, Development Studies, or related field, from a reputable institution. • At least 7 years’ experience in technical positions at the local and international levels. • Experience in undertaking Land Use Planning studies/work including rural, urban and regional planning, and local level planning • Strong understanding of the spatial development planning. • Demonstrated experience developing land use plans and maps at the local and regional level
2. Land Use Planner: • Minimum of a Masters’ degree in Urban Planning, GIS/Geospatial, Developmental Studies, Economics or another related field • Experience of 5 years in relevant fields linked to the scope of the work but preferably in Urban Planning, Land Management, GIS Technology, or International Development. • Experience in developing strategies and initiatives utilizing field work and research work to respond to land and natural resources management challenges • Demonstrated ability to develop land use and spatial development plans.
3. Stakeholder Engagement Specialist • Experience of 5 years working with the national and local government structures • Demonstrated experience in stakeholder engagement, policy development and strategy development at the local level • Experience with stakeholder engagement working in rural communities especially with regard to gender issues, including women’s rights, youth rights, and issues related to vulnerable groups.
