Monrovia, November 22, 2020:Local Training Coordinator Needed

The Liberia Land Authority (LLA), in collaboration with Lantmäteriet, the Swedish Mapping, Cadastral and Land Registration Authority, is carrying out the cooperation project “Capacity Building for Inclusive Land Administration and Management in Liberia”(ILAMP) , funded by Sweden, via the Swedish International Development Cooperation Agency (Sida), represented by the Embassy of Sweden in Monrovia, during the period from the 1st of January 2019 to the 31st of December 2023.

The Project has four outcomes areas: 1) LLA staff trained (locally and internationally) to carry out their duties; 2) Women participating in land administration and management functions as a result of increased awareness and capacity within LLA and at the levels of counties, CSO´s and the public, supported by a gender mainstreamed legal framework ; 3) Local Authorities creating and enforcing Land Use Plans in Liberia; and 4) Customary land demarcated and managed.

The project will have Swedish experts stationed in Liberia for the project implementation as well as short term experts coming for missions of 1-6 weeks each. Date opened: November 20, 2020 Date closed: December 4, 2020


The objective of this assignment is to provide support to the ILAMP, to ensure effective and efficient coordination of training, workshops and other project related activities. This includes, but is not limited to the management of organization, communication, documentation, development, implementation, follow up and evaluation of project related activities and outputs.


Under the direct supervision of the Resident Project Manager, the Local Training Coordinator will be responsible for the following duties:

Scope of Work and Tasks

The Local Training Coordinator will provide support as per the objective of the assignment for the ILAMP. The Local Training Coordinator shall, inter alia, undertake the following: A. Support the Resident Project Manager, Project Administrator, Resident Experts, Coordinating Experts, Outcome Leaders and other project members; B. Coordinate, plan and manage events, trainings and other workshops; C. Assist in the preparation of reports; D. Perform any reasonable requests for assistance from the Resident Project Manager, Coordinating Experts and other staff; E. Liaise with the Local Project Administrator in terms of events and workshops, local logistics, service and arrangements in accordance with existing rules, procedures and regulations including the office manual; F. Review and advise on other land development partners reports, documentation, guidelines and standard operating procedures related to the project in coordination with the LLA’s Monitoring & Evaluation Officer; G. Advise, support and participate in baseline studies, pre-assessments and monitoring and verification activities; H. Prepare reports and project related documentation; I. Plan and coordinate communication with relevant stakeholders and target groups in the land sector; J. Advise project participants and key staff; K. Plan, conduct and manage stakeholder meetings and engagements, etc., in coordination with the LLA’s Project Director; L. Advise, support and participate in baseline studies, pre-assessments and monitoring, evaluation and learning activities

Duration of the Services

The Local Training Coordinator is expected to be hired for a period of one year with a renewable contract if performance is satisfactory. The services will be provided on a full-time basis.

Qualification and Skills Requirements

The Local Training Coordinator will have the following minimum educational and professional qualifications and experience: A. Master degree in a relevant field of study; i.e. political science, psychology or land administration; B. Proven relevant experience of at least 5 years, preferably with an international organization; C. A minimum of 5-years’ experience in Project Management, preferably coordinating training programs D. Computer literacy, including advanced Microsoft Office skills (Outlook, Excel, PowerPoint, Word) are required; E. Strong organizational, planning, analytical and problem-solving skills are desired; F. Fluency in written and oral English is required; G. Proven track record in working effectively within multidisciplinary teams is desired; H. Excellent time management skills and ability to multi-task and prioritize work is required; I. Knowledge and experience of working with gender related issues in Liberia; J. Knowledge and experience of working in the land sector and, within the context of the Liberia land reform process including the land rights policy, Land Rights Act and related history and development; K. Knowledge and experience of working for and with Civil Society Organizations in Liberia; L. Knowledge and experience of facilitating and moderating stakeholder meetings, coordination, and engagement; M. Experience of field work in relation to conducting training, workshops, assessments and studies; N. Plan, conduct and follow up training and learning outcomes.


The Local Training Coordinator shall work at the LLA’s headquarters, located in Monrovia, Liberia. All working facilities necessary for the implementation of the ILAMP in the capacity of Local Training Coordinator as per the role description (such as reasonable office space, office furniture, internet access and equipment necessary to undertake the tasks assigned) shall be provided by the LLA/ILAMP.

Reporting Obligations

The Local Training Coordinator will report directly to the Resident Project Manager. Regarding the working relationship between the Local Training Coordinator and other staff members, the incumbent is expected to be self-sufficient and conduct him/herself in the highest ethical and professional manner.
