Hon. Samuel F. Kpakio is the current Chairman of the Board of Commissioners of the Liberia Land Authority (LLA). He assumed office on February 18, 2025. Before his appointment as Chairman of the LLA, he served as director for land use planning and management at the LLA for four years. He also served as national zoning director, Ministry of Public Works. Hon. Kpakio brings decades of experience in the field of civil engineering and construction.

Hon. Samuel F. Kpakio is an accomplished professional spanning the United States of America, Haiti, and Liberia. His career reflects a deep commitment to sustainable development, spatial planning, and public service, underpinned by humility, strong ethical principles, and results-driven leadership.

A native of Foya District, Lofa County, Hon. Kpakio is a Christian, a husband, and a proud father of three children and one grandchild. Kpakio is respected public Liberian in both private and public sector circles for his integrity, collaborative leadership, and technical expertise in engineering and development planning.

Hon. Kpakio was appointed Chairman of the Board of Commissioners of Land Authority by President Joseph Nyuma Boakai, Sr., following his confirmation by the Liberian Senate.

As Chairman of LLA he provides strategic oversight and policy direction for national land governance and reform initiatives.

Before his appointment Kpakio served with distinction for over four years as director for land use, planning, and management. Hon. Kpakio played a key role in shaping and developing Liberia’s land reform governance aimed at promoting equity, environmental sustainability, and consistent with national development plan, the ARREST Agenda for Inclusive development.

Hon Kpakio holds an honorary doctorate from the University of Malawi, and a Bachelor of Science degree in Industrial Technology from Roger Williams University, Bristol, Rhode Island, United States of America. Additionally, Hon. Kpakio holds several advanced certificates in Urban Planning and Management Regulations from China, Geo Information Services (GIS) in Urban and Regional Planning from Kenya and Leadership and Management from Malawi, and Associate of Applied Science in Architectural Technology Southeast Community College, Matfield, Nebraska, USA.
