Mr. Stanley N. Toe (Executive Director)

Mr. Toe hails from Grandcess, Grand Kru County, Liberia. His educational background includes the following: Masters of Public Administration (MPA) from Texas Tech University, USA in 1986; Bachelors of Public Administration from Texas Tech University, USA in 1983; High School Diploma from East High School in Sioux City, Iowa, USA in 1978. He acquired Seminar certificates in project planning, telecommunications management, and land tenure and natural resources governance.

As a professional over the years, Mr. Toe worked as a Teaching and Research Assistant at the Center for Public Service at Texas Tech University, USA; He also served as Head of the sector unit responsible for development programs and projects in the telecommunications, electricity and water sectors of Liberia at the former Ministry of Planning and Economic Affairs, now the MFDP; He served as Senior Planning Officer, and Manager for Human Resources, at the Liberia Telecommunications Corporation (LTC); Program Officer for Land Policy, Senior Program Officer, and Acting Director of the Technical Secretariat at the former Liberia Land Commission; Director of the Interim Land Task Force, established by the Government of Liberia following the end of the Land Commission’s tenure in early 2016.

Mr. Toe served as a Consultant for the International Telecommunications Unions (ITU) and the Land Governance Support Activity of USAID, among others. He participated in international meetings for senior managers in the telecommunications sector and served as an accredited member of the Government of Liberia technical delegations to several international conferences on telecommunications policy and management in West, Southern, and East Africa.

Mr. Toe has attended several professional workshops on land issues in Liberia and knowledge exchanges programs on issues related to land policy and administration in Nigeria, Ghana, Sweden, India, Italy, and Rwanda. He has made several presentations on land reform in Liberia at international conferences and meetings, including those organized by the Economic Community of West African States (ECOWAS), the African Union (AU), UN Economic Commission for Africa (ECA), UN Food and Agriculture Organization (FAO), the African Development Bank (ADB), the US-based Rights and Resources Initiative (RRI), the International Land and Forest Tenure Facility, and the International Land Coalition.
