Chairman Manobah hails from Grand Cape Mount County and has the following educational and professional background: BA and an LLB from the Louis Arthur Grimes of Law, University of Liberia, and BSc (Economics), University of Liberia. He is an MSc. Candidate (Taxation), Washington School of Law, Utah, USA. Hon. Manobah has worked in the following capacities: Assistant Legal Officer, Department of Legal Affairs, Environment Protection Agency (EPA) Monrovia, Liberia; Subject Matter Expert (Guest Lecturer on Disaster Management), Kofi Annan International Peacekeeping Training Centre (KAIPTC), Accra, Ghana; Assistant Manager for Policy, Department of Planning and Policy, EPA, Monrovia.

Chairman Manobah served as Chief Internal Auditor, Internal Audit Unit, EPA; Administrative Manager, Guthrie Rubber Plantation from 2007 to 2009; Tax Associate, H & R Block Tax & Mortgage Company, Upper Darby, Pa, USA – 2002 to 2006; Sales Representative (insurance and mortgage), Primerica Financial Services Landsdale, Pa, USA – 2002 to 2004. Atty. Manobah served as Executive Director of Man United to Save Humanity (MUSH), a local NGO; Camp Supervisor, Demobilization, United Nations Observers Mission in Liberia (UNOMIL), Monrovia, from 1994 to 1995.
