Mr. Uriah Garsinii was appointed on October 29, 2024, by President Joseph Nyuma Boakai, Sr., as Commissioner for Land Use and Management at the Liberia Land Authority (LLA). In this capacity, he leads the national agenda on land use policy design and implementation, zoning, strategic and spatial planning, and the development of regulatory frameworks for land administration and urban development. His leadership plays a vital role in shaping Liberia’s economic, environmental, social, and physical landscape in line with the nation’s sustainable development objectives.

With over eight years of professional experience as a land use planner, Commissioner Garsinii brings deep, practical expertise in sustainable land management, rural and urban planning, and integrated land governance. His work is at the forefront of Liberia’s efforts to promote climate resilience, inclusive development, and evidence-based land use strategies aligned with national priorities.

Commissioner Garsinii is currently pursuing a Master’s degree in Geo-information Science and Earth Observation, with a specialization in Land Administration, at the University of Twente in the Netherlands. He also holds a Master’s degree in Land Resources Management (Land Use Planning Concentration) from Huazhong University of Science and Technology, People’s Republic of China, and a Bachelor of Science in General Agriculture with a Minor in Economics from Cuttington University, Liberia.

Before he was appointed Commissioner, he served as a Land Use Planner at the Liberia Land Authority and held several technical roles in government and civil society organizations. His prior work includes contributions to environmental impact assessments, community development, and monitoring and evaluation in the land and environment sectors.

Throughout his career, Commissioner Garsinii has made substantial contributions to major land governance initiatives across Liberia. His work includes reforming land use planning systems, improving public land management, and strengthening environmental safeguards. Notably, he played a key role in developing a comprehensive land use management framework that continues to guide and transform national planning and resource allocation strategies.

His leadership is distinguished by strong institutional coordination, inclusive stakeholder engagement, and the application of data-driven decision-making in land governance. He is a passionate advocate for a resilient, equitable, and sustainable land use system, one that drives economic growth while ensuring the fair and responsible stewardship of land for future generations.
