LLA Launches Community Engagement for World Bank–Backed Solar IPP Project in Buchanan, Grand Bassa County

Buchanan, Grand Bassa County, Liberia — April 23, 2026 The Liberia Land Authority (LLA) has officially commenced a two-day community engagement exercise as part of preparatory activities for the World Bank–supported Liberia Solar Independent Power Producer (IPP) Project in Tay Town, Buchanan District, Grand Bassa County.

The engagement marks a critical step in advancing one of Liberia’s most ambitious renewable energy initiatives, aimed at expanding electricity access and strengthening the country’s energy security. The exercise brings together landowners, community stakeholders, and government institutions to ensure that land-related matters are addressed transparently and inclusively before project implementation begins.

Speaking at the opening session, Juan Fridrick Martin, Assistant Director for Land Use and Management at the LLA, emphasized that the exercise is being conducted at the request of the project’s technical committee. He noted that the primary objective is to verify land ownership and establish an accurate record of all affected parcels within the proposed project area.

“This process is essential to laying a credible foundation for the project,” Martin said. “We are ensuring that all landowners and interested parties are identified, their claims verified, and their rights respected as we move forward with this national development initiative.”

The proposed solar project site is located in Tay Town, a key community within Buchanan District. According to officials, the Liberia Solar IPP Project is being coordinated through a multi-institutional technical committee established in January 2025. The committee is chaired by the Liberia Electricity Corporation (LEC) and co-chaired by the Rural and Renewable Energy Agency (RREA), reflecting a collaborative national effort to drive renewable energy development.

The technical committee comprises several key government entities, including the Ministry of Mines and Energy, Liberia Electricity Regulatory Commission, Liberia Revenue Authority, National Investment Commission, and the Public Procurement and Concessions Commission. Additional technical support is being provided by the Environmental Protection Agency, the Ministry of Finance and Development Planning, the Ministry of Public Works, and the LLA itself.

Authorities say the community engagement exercise is designed to foster transparency, accountability, and participatory governance—principles considered vital to the success of large-scale infrastructure projects. Over the two days, landowners and other stakeholders are being encouraged to actively participate in discussions and verification processes at the LLA office in Buchanan City.

Participants have been specifically requested to attend a key session scheduled for Friday, April 24, at 10:00 a.m., bringing with them all relevant documentation. These include copies of deeds or sale agreements, valid forms of identification, and any other materials that support claims of land ownership or interest.

Officials disclosed that the vetting process will involve several technical steps, including the verification of ownership claims, the collection of geographic coordinates, and the mapping of all affected land parcels. This comprehensive approach is intended to create a reliable land database for the project while minimizing the potential for disputes or competing claims in the future.

The need for such an exercise has been underscored by reports that portions of the land earmarked for the project may have previously been sold to private individuals, some of whom may not currently reside within Grand Bassa County. The LLA has therefore urged all affected individuals, including those living outside the county, to participate or be represented to ensure their interests are properly documented.

Following the completion of the engagement phase, authorities have announced that a formal survey exercise will commence on April 27, 2026. This next phase will involve detailed technical assessments of the land, including boundary demarcation and spatial analysis, to prepare the site for eventual construction.

Also addressing participants during the engagement, Abu Dehkotee Sanzo, a member of the technical committee and Director of Technical Regulations at the Liberia Electricity Regulatory Commission, provided further insight into the scale and significance of the project. He revealed that the planned solar installations in Buchanan and Yekepa are each expected to generate up to 100 megawatt-peak (MWp) of electricity.

“This represents a major step forward for Liberia’s energy sector,” Sanzo stated. “Increasing generation capacity through renewable sources will not only improve electricity access but also reduce reliance on expensive and less sustainable energy alternatives.”

He added that preliminary technical assessments indicate that each project site will require approximately 150 hectares of land, highlighting the importance of careful land planning and stakeholder engagement.

The Liberia Solar IPP Project is part of broader national efforts to transition toward sustainable energy solutions while supporting economic growth and improving living conditions for citizens. By harnessing solar power, the initiative is expected to contribute significantly to Liberia’s renewable energy targets and climate commitments.

In closing, the LLA reaffirmed that the ongoing engagement serves as an official notice to all concerned parties. The authority stressed its commitment to ensuring that the process remains inclusive, transparent, and aligned with national laws and best practices in land administration. “As we move forward, our priority is to safeguard the rights of citizens while enabling development that benefits the entire country,” Martin emphasized.

The outcome of the engagement and subsequent survey is expected to play a decisive role in shaping the successful implementation of the Liberia Solar IPP Project, positioning Grand Bassa County as a key hub in Liberia’s renewable energy future.
