The training brought together valuers from the Liberia Land Authority and was designed to strengthen both their practical and technical competencies in property appraisal. It also provided a valuable platform for participants to learn from Tanzania’s more advanced land and property valuation systems.
The program covered several key areas, including methods for valuing physical structures such as buildings, techniques for assessing land value, and the preparation of standardized valuation reports. Participants were also introduced to modern software tools used in property appraisal, along with best practices and proven approaches drawn from Tanzania’s experience.
The training was facilitated by two experts from Ardhi University in Tanzania: Dr. Sophia Kongela and Dr. Elitruder Makupa.
Dr. Kongela, a senior lecturer and Acting Dean of the School of Earth Sciences, Real Estate, Business, and Informatics at Ardhi University, brings over two decades of experience in real estate development and land management. She holds a PhD in Real Estate Development from the University of Regensburg in Germany, along with advanced qualifications in finance and land management. In addition to her academic role, she serves as Chairperson of the Board of Directors of Tanzania’s National Housing Corporation.
Dr. Makupa, a lecturer and Acting Head of the Land Management and Valuation Department at Ardhi University, specializes in property valuation, land administration, and development. Her research focuses on the socio-economic impacts of compulsory land acquisition, and she has extensive experience in consultancy and training in land governance and valuation practices.
According to the LLA, the training represents a significant step toward developing a more robust, transparent, and reliable property valuation system in Liberia. By equipping local valuers with modern tools and international best practices, the Authority aims to improve the accuracy, consistency, and credibility of land valuation processes nationwide.
This initiative forms part of the LLA’s broader efforts to reform Liberia’s land sector, strengthen institutional capacity, enhance revenue generation, and promote sustainable land management practices. The training was supported by the Government of Sweden under the Sustainable Land Services for Liberia (SLSL) Project.
In his closing remarks, Dr. Mahmoud Solomon, Commissioner for Land Administration at the Liberia Land Authority, speaking on behalf of the Board of Commissioners, expressed sincere appreciation to the Government of Sweden and the management of the Sustainable Land Services for Liberia (SLSL) Project for their continued support to the Authority. He also thanked the trainers for their invaluable contribution and encouraged participants to effectively apply the knowledge and skills gained during the training.
Dr. Solomon emphasized that improving revenue generation in Liberia will require sustained investment in real property valuation and the broader land sector.
Also speaking, Mr. Christopher Byren, Manager of the SLSL Project, described the training as “an eye-opener for the land sector,” underscoring its importance in advancing professional excellence and institutional development. He further noted the need for more such capacity-building initiatives to strengthen the land sector in Liberia.
