LLA Chairman highlights ADR as alternative for resolving land cases during Presidential Town Hall in Maryland, USA

Maryland, USA | September 25, 2026 As land related cases surge high in court rooms across the country, the Chairman of the Liberia Land Authority (LLA), Hon. Samuel F. Kpakio, has called on the diaspora community to work with the LLA in resolving and minimizing the numerous land cases piling up in court rooms across the country.

Chairman Kpakio said though the LLA does not have the prosecutorial power thus the LLA with its adjudicatory authority through its established Alternative Dispute Resolution (ADR) mechanism can resolve land related cases and conflicts.

Speaking during the Presidential Town Hall in Maryland, USA, Chairman Kpakio in response to a question raised by a participant about the delay in resolving land cases before the courts, informed participants that though he cannot speak for the courts, but cautioned Liberians and investors interested in the sector and land owners to utilize the ADR mechanism.

Chairman Kpakio said citizens can now trust the LLA win-win adjudication process as the best alternative .

“I am encouraging everyone here today with land concerns to approach the LLA for guidance and possible solution through the ADR process. We want families, communities, and investors to opt for the ADR designed to bring disputants together for dialogue and settlement” Chairman Kpakio told the audience.

The LLA boss who further called on all to embrace the LLA win-win approach said the ADR process is in no way intended to replace the authority of the court. He stated that the ADR is established as an alternative avenue for disputants to resolve longstanding differences through mediation while preserving their rights under the law.

The LLA boss said unresolved land cases stall development, strain families and communities relationships, undermine confidence in the land sector, and hamper national government developmental programs.

He said as Liberia continues to strengthen its land administration and governance system, the LLA remains committed to working with all who are interested in doing business in Liberia.
